This signifies that the timing is ripe for the digital policy ecosystem to evolve to the next level of maturity.
The work of all these initiatives can and should be mutually reinforcing. Wherever possible, this Panel will work with other initiatives and seek to identify synergies and complementarities.

Philanthropist Melinda Gates has dedicated her life to achieving transformational improvements in the health and prosperity of families, communities and societies. Core to her work is empowering women and girls to help them realize their full potential. As co-chair of the Bill & Melinda Gates Foundation, Melinda shapes and approves strategies, reviews results, and sets the overall direction of the world’s largest private foundation. In 2015, Melinda created Pivotal Ventures, an investment and incubation company that enables her to bring together other new and emerging strands of her advocacy and philanthropic work focused in the US. Melinda received a bachelor’s degree from Duke and an MBA from Duke’s Fuqua School. After joining Microsoft Corp. in 1987, she helped develop many of the company’s multimedia products. In 1996, Melinda left Microsoft to focus on her philanthropic work and family.

Jack Ma founded Alibaba Group in 1999. He has served as Alibaba’s executive chairman since May 2013, and previously as chairman and chief executive officer. Jack is also the founder of the Zhejiang-based Jack Ma Foundation. Jack founded Alibaba based on the belief that the Internet could democratize the playing field for all types of businesses, particularly small businesses. This tenet continues to underpin his vision for Alibaba, both in China and around the world.
In September 2016, Jack was named special adviser of the United Nations Conference on Trade and Development (UNCTAD) for Youth Entrepreneurship and Small Business. He also served as chair of the 2016 B20 Small and Medium-Sized Enterprises Development Taskforce, where he called for the establishment of an Electronic World Trade Platform (eWTP), an internet-based trading platform to help bring small businesses into the global economy and make it easier for them to expand trading capabilities worldwide.
Jack currently serves on the Board of SoftBank Group Corp., a Japanese corporation listed on the Tokyo Stock Exchange. He is also a member of the Foundation Board of the World Economic Forum, a member of the Board of the Breakthrough Energy Ventures, chairman of the Zhejiang Chamber of Commerce, and chairman of the China Entrepreneur Club. In January 2016, he was named a Sustainable Development Goals (SDGS) advocate by the United Nations.
Jack graduated from Hangzhou Teacher's Institute with a major in English language education.

Yao Zhang, founder and CEO of RoboTerra Inc., has been working in the education and technology field for over a decade. RoboTerra, recognized as the annual "Star Company" at the 2014 World Learning Technology Summit and a "Top 30 Innovations Company in 2015 SVIEF", provides a cloud-based learning solution connecting educational robots built by students to respective course modules, which allows students a rewarding and fun learning experience.

Gloria Ai is a broadcast personality, host, and the founder of iAsk Media. She is the producer and host of 3 programs by her company that runs daily, weekly and seasonally. As a moderator, she is frequently invited by high-level business and leadership summits including World Economic Forum, APEC and the Boao Forum for Asia. Prior to launching iAsk Media in March 2014, she presented business and financial news as a lead anchor at CCTV and covered international financial policy as an investment consultant for IFC in Washington, D.C. She holds a Masters in Public Policy from Harvard Kennedy School and is a Global Shaper with the World Economic Forum. In 2016 she received the award Forbes 30 under 30 Asia. Jialing Han received her doctoral degree at Peking University in 1997. She has been a researcher at Beijing Academy of Social Science since 1999, and leads the Migrant Education and Action Research Center (MWEAC) as director. She is also Vice President at 21st Century Education Research Institute. Between 2000 and 2001, she led a UNICEF-sponsored project to investigate migrant workers, migrant children, and migrant schools in Beijing. The research was ground breaking and had very positive impact on the policy-making for migrant children’s education. She also conducts action research on the education pattern for migrant children, exploring how to ensure migrant children's equal access to education and mainstream migrant children in the education. Founded in 1999, MWEAC offers a variety of activities for migrant workers and migrant children and provides valuable experience and a practical model for community-based service for rural-urban migrants.

Arnold Fu, founder, chairman and CEO of Hujiang, is a young Chinese man who was born in a small town of Lianyungang City, Jiangsu province in 1979. He has never dreamed of becoming a millionaire. Initiated by his company, Hujiang EdTech, this project aims to change the traditional education model through the use of internet technology. The Hu+ Project both improves and optimizes the sharing of high-quality educational resources. Under his leadership, Hujiang’s mission is to make education easier, fairer and more enjoyable!
